Amending an Eligibility Document or Export Certificate
A consignor may amend - or edit - any existing Eligibility Document (ED) or Export Certificate with a Raised, Amended, Resubmit or To Be Amended (ED only) status. If the certificate is Approved you cannot amend it - see Approved Certificates for options.
You can open a certificate for editing directly from the Home page, or any other page listing certificates, by clicking the
button next to the shoulder number (see picture below). Or, when you view a certificate with one of these statuses there is an
button in the top right hand corner of the document. If the edit buttons are not available, you can't amend the certificate.

Clicking one of these buttons puts the information back into the interactive submission form for you to amend, add or remove data in the same way as you would when raising the certificate. If NZFSA VA have resubmitted the certificate, the reason for the resubmission is displayed at the top of the edit screen.
Everything can be amended with the exception of the consignor ID and the certificate number. For export certificates, the country or template can be changed by clicking the “To select different country/declarations” link at the top of the declarations.

When you have finished amending the certificate, click the
button at the bottom of the screen to save the changes. Even if you change nothing but still click the Submit Data button, the status becomes Amended and the previous version of the document is saved in the history list for the certificate.
Although a certificate may be amended as many times as necessary prior to approval it is more efficient to ensure all changes are made the first time.
The history list records the time each version was submitted and by whom and has a link to a picture of that certificate version. To view the History:
• click the
button next to the ED number listed on the home page, or
• click the
button in the top right hand corner when viewing the certificate.
A certificate with the status To Be Amended (ED only) or Resubmit must be edited by the consignor before the NZFSA inspector can approve it.
While the certificate has a status of Amended (or Raised) a consignor can enter a reason in the Status Change Panel and set the status to Cancelled. This is irreversible and should only be used when the certificate should never have been raised in the first place, eg for product that has not left the premises.
Approved Certificates
Once a certificate has been Approved, the Edit function (and associated buttons) are no longer available. For an Approved ED the Consignor or Consignor Inspector can change the transport details without needing the ED to be amended - see Amending an approved ED for more details. For an Approved Export Certificate the only option to fix any errors is to have the certificate replaced - see Replacing an Export Certificate for more details.
Apart from amending the transport details an approved certificate can then only have its status changed to Request Amendment (ED only) or Request Replacement (Export certificate only) or, if no other option is appropriate, Revoked by an Inspector.
Revoking is only used as a last resort to "kill" a certificate where no certification should have been given for the product or the certificate has subsequently been deemed by NZFSA to be invalid.
