Eligibility Declarations

Auto-approval Eligibility Declarations can be raised by consignors who have been given auto-approval permission by NZFSA. Currently this is limited to approved seafood consignors and for local market only petfood premises consignors. Auto-approval is not available on Export Certificates.

The E-cert access application form has a section to complete if you wish to have this option. You will need to obtain approval from your local NZFSA Technical Supervisor. If you want to raise both auto-approval and NZFSA-approved EDs you must have a separate log-in for each.

Eligibility Declarations are audited regularly by NZFSA VA to ensure the consignor is completing them correctly. A consignor who repeatedly prepares Eligibility Declarations incorrectly may have their auto-approval permission revoked. In addition, the consignee or consignee inspector for any given Eligibility Declaration should request the amendment of any incorrectly prepared ones.

In summary

A separate log-in with Auto-approval permission is required to raise Eligibility Declarations.

To raise an Eligibility Declaration, tick the Auto-approval box at the top of the browser entry form or for batch files use the tag <Form code = "AA">Auto-Approval </Form>.

Once the ED is submitted you cannot subsequently change it from Auto-approval to not Auto-approval or vice versa.

Under the ED number are the words "Automatically approved".

The last updated by entry indicates "E-cert System" and the Comment is "Automatically approved".

The History for the ED will have two entries, one for the raising and one for the auto-approval of the ED.

To amend an ED, after the consignor, consignee or inspector has requested amendment a NZFSA Inspector must set the status to "To be amended".

Once submitted, the amended ED will be auto-approved again.

Eligibility Declarations will be audited by NZFSA. Audited EDs will be marked with the name of the auditor, the date of the audit and any comment from the auditor.

Consignors who repeatedly make errors on auto-approved EDs may have auto-approval permissions revoked.

Exporter to Exporter transfers are also automatically approved by E-cert but are not indicated as "Auto-approved" EDs on search lists and do not appear on the lists of Eligibility Declarations generated for auditing purposes.
